- Performing market value variance analyses for the assigned portfolio;
- Reviewing valuation reports for the residential portfolio and identify issues which could have an impact on market value;
- Participating in obtaining preliminary and final reports for the June 30th and December 31st fiscal periods of each year;
- Participate in the review, studies and analyses of investment and disinvestment projects of the Company's residential real estate portfolio within the valuation process framework;
- Producing the quarterly report submitted to Accounting;
- Ensuring the maintenance and development of computer tools, and computer systems, of the sector.

Knowledge and Skills:

- Bachelors degree in Business Administration, real estate or finance specialization;
- Possess Accredited Appraiser (AA) or AACI certification. CFA certification an asset;

THE POSITION

Reporting to the Deputy Regional Assessor, the Supervisor of Residential Assessment will lead the Regional Municipality of Wood Buffalos Residential Assessment function within the Department of Assessment and Taxation. With overall responsibility to lead a team of permanent and contracted assessors, the Supervisor of Residential Assessment will work with the Department leadership team to contribute to the Departments business plan by influencing change and identifying efficiencies and innovations in processes to manage the residential assessment program.

The Supervisor of Residential Assessment will manage the following key accountabilities:

Leadership
" Effectively lead and supervise a team of Residential Assessors comprised of permanent employees and contracted assessors;

" Represent the Municipality by preparing and defending assessments before the Assessment Review Board;

THE INDIVIDUAL

Given the key role this individual will be expected to play in managing the residential assessment services for the Department of Assessment and Taxation, it is essential that the successful candidate possess the following education, experience, and personality traits:

Education
" Post secondary education with a focus on assessment and appraisal;
" Professional Designations as an Accredited Municipal Assessor of Alberta (A.M.A.A.) and a Canadian Residential Appraiser (CRA).

Experience
" 5+ years experience working in government assessment focusing on residential assessments and/or audits;

THE POSITION

Through the support of the Deputy Regional Assessors team and the Taxation Branch Managers team, the Director of Assessment and Taxation will be responsible for overseeing the Department in the overall management of the rural, industrial and municipal Tax, Licensing and Assessment for the Regional Municipality of Wood Buffalo. Holding full accountability and decision making authority for the final assessment valuation of all properties, the Director will interpret all applicable legislation in the resolution of court cases that pertain to the division. With an assessment roll of $40 Billion, the Director of Assessment and Taxation is responsible to levy in excess of $485 Million in Municipal Tax and $39 Million in Education and seniors lodging requisitions, and is responsible for the preparation and management of an operational budget that includes revenues of approximately $1 Million and expenses of approximately $3.9 Million.


KEY ACCOUNTABILITIES:

Working closely with Finance and Corporate Services, the Director of Assessment and Taxation will help to achieve the Municipalitys business plans through periods of exceptional growth, and will be responsible for the following specific priorities and accountabilities:

Leadership and Management
" Lead and develop a team of assessment and taxation professionals through strong mentorship, effective delegation and actively engaging team members in the administration of the Municipalitys assessment and taxation policies and processes;

Planning and Communication
" Participate in developing Departmental, Organizational and Regional plans;
" Provide risk analysis and recommendations in the development of assessment and taxation policies that benefit stakeholders within the region;
" Understand and interpret the Municipal Government Act, applicable regulations, municipal bylaws and complex technical assessment and taxation matters to Council and Stakeholders; and
" Represent the Municipality before the Assessment Tribunals and Court of Queens Bench to prepare and defend complex assessment issues.


THE INDIVIDUAL

THE POSITION (OVERVIEW ONLY):

Reporting to a Director, the Manager Valuations is responsible for providing IFRS valuations of the organizations investment grade Real Estate portfolio across Canada and reviewing existing real estate appraisals.

The Manager Valuations will interface with Regional VP's across the organization to develop valuations that are compliant with accounting standards and accurately reflect the current state of the business. In addition, the Manager Valuations will liaise with external valuators where necessary.

The organization covers a full spectrum of Real Estate valuation services. This will require evaluating a large and diverse portfolio, as well identifying and performing valuations of both tangible and intangible Real Estate related assets.

Major Responsibilities:

Ø Conduct research related to valuations from both primary and secondary sources.

Ø Carry out analysis and write Real Estate asset appraisal reports with minimum supervision. Must be able to write quality reports and memos.

Ø Analyze financial data, review accounting records and develop financial models.

Ø Assist with the maintenance of cash flow models to support the valuation process.

Ø Data mining, organizing data, interviewing stakeholders, and providing in depth analysis to the leadership team on property valuations in order to provide revenue analysis. Overall responsibilities include data collection from various departments including leasing, acquisitions, development and accounting.

Ø Prepare quarterly and year end reconciliations and Real Estate related IFRS disclosures in the financial statements.

Ø Assist in the analysis of acquisitions and development of valuations for presentation to the investment committee. Perform financial modelling and analysis of Real Estate and economic/demographic data.

Ø Liaise with senior management and external auditors and appraisers.

Ø Critique appraisers reports and assess validity of data, assumptions and conclusions.

Ø Perform review procedures to ensure that the Real Estate values are reasonable by testing valuation models, reconciling with property budgets, reviewing leasing activity and ensuring that the assumptions used are supportable and have been properly applied to the financial data.

Ø Conduct system testing, document results, train and implement IFRS valuation methodology.

Ø Perform inspections of real estate portfolios as required related to valuations. Where needed, perform third party appraisal reviews.

RELATED QUALIFICATIONS:
The successful candidate will have demonstrated experience in the following areas:

Ø Undergraduate Degree in Business, Accounting or Real Estate related field with at least five years of commercial appraisal experience. Masters Degree in Real Estate or Economics is a distinct asset.
