Job Description:
This position values real property for assessment purposes consistent with provincial legislation, regulations and Assessment Branch policy. This position reports to the Manager of Commercial Assessment, the Manager of Residential Assessment or the Manager of Assessment Research. We will under-fill with an Assistant Property Assessor if no qualified
applicant can be secured.
Typical duties include:
Perform assessment duties of a technical nature in the inspection and valuation of properties including the valuation and classification of new buildings, the assessment of condominiums, inspection of existing improvements, and assessment activities.
Assist with the training of junior staff with regard to assessment data and processes and provide supervision for Data Collectors.
Review properties under appeal and compile market and assessment data including supporting documents and case law. Participate in assessment appeal hearings as an expert witness / advocate.
Assist in the collection, substantiation and analysis of property sales and other market data.
Ensure consistent application and compliance with relevant municipal and provincial ordinances and assessment policies and procedures including researching and evaluating valuation techniques and methodologies and best
practice processes.
Research, interpret and communicate information of a complex technical nature to departments, stakeholders and the public.
Candidates will be screened on the following criteria:
Typically the knowledge, skills and abilities required for this position are obtained through completion of a university degree in Economics or Commerce, supplemented with the first and second level of the Appraisal Institute of Canadas courses OR graduation from a two-year post-secondary Real Property Assessment Certificate Program. Candidates should be actively working toward the Appraisal Institute of Canadas AACI designation or the International Association of Assessing Officers CAE designation. Combined with a minimum of five (5) years professional experience in property valuation and experience in all valuation principles including the use of the Cost, Income and Direct Sales Comparison Approaches to value and practices and procedures applicable to
various computer-assisted valuation techniques. Must complete the Saskatchewan Assessment Appraisers Association's designation program.
Extensive knowledge of all Acts, Laws and Regulations pertaining to Valuation and Property Assessment.
Knowledge of Geographic Information Systems (GIS) and the ability to analyze and quantify all market factors affecting property assessment.
Ability to ensure the processing of property assessment appeals and to interpret and comprehend the various appeal submissions and decisions of the Board of Revision, the Saskatchewan Municipal Boards Assessment
Appeals Committee and the Court of Appeal.
Ability to comprehend and apply the concepts of Computer Assisted Mass Appraisal Techniques (Multiple Regression Analysis, Adaptive Estimation, and statistical testing).
Ability to interpret various documents such as Land Titles, Options to Purchase, Agreements for Sale, Financial Statements, Leases, Rent Rolls and Municipal Tax Incentives.
Ability to interpret building plans, blueprints and specifications and transfer this information to the assessment records.

Major Responsibilities:
Prepare and/or commission appraisal reports with respect to various property interests, required for and related to transit projects being undertaken by the City.
Prepares appraisals of all types of real property including leasehold, leased fee, strata and easement interests to determine value Appraises and inspects property by conducting property analysis (e.g. checks and analyzes property surveys, zoning by-laws, title easements, official plans, transportation, servicing, municipal planning for land uses and impact on further development)
Prepares reports recommending price/rent and highest/best use of the properties
Inspects and photographs buildings and calculates areas
Assesses data on similar sales from computer database to assist in determining price/rates
Checks maintenance and repair expenditures on City-owned buildings to establish new rents
Initiates disposal of surplus City properties (e.g. tender call or Toronto Real Estate Board listing). Prepares and processes related documentation
Assists in preparing tenders, offers, reports, correspondence etc.
Responds to enquiries from tenants, real estate agents, the public, other departments and elected officials
Makes recommendations for acceptance of price/conditions with vendors and tenants based on highest and best use of property and current real estate trends
Liaises with Legal Division to prepare contracts, leases and expropriation proceedings
Conducts economic and feasibility studies including using the Discount Cash Flow technique (DFC)
Represents Division at meetings with community groups, property owners, Councillors, and City staff
Represents the City at hearings and the Ontario Municipal Board as an expert witness
Key Qualifications:
Several years of practical experience in real property appraisals.
General knowledge of City of Toronto Zoning Bylaws and Official Plan, the Local Improvement Act, Municipal Act, Expropriations Act, and Planning Act as it pertains to real property appraisal and development.
Proficient in the use of MS Office (Word, Excel, Access).
Possession of a valid Ontario Driver's License Class "G", ability to pass test to receive City equipment operator's license and meet all the conditions set out in Sec B-7, Page 7, City of Toronto driver's manual.
Knowledge of City Policy and Procedures pertaining to Real Estate matters.
Excellent interpersonal skills with the ability to communicate effectively, both orally and in writing, at all organizational levels
Ability to carry out complete title searches
Ability to exercise independent judgement and discretion in dealing with confidential matters
Ability to perform independent tasks with minimum supervision.

Senior Position
As a senior member of the valuation and realty tax group you must possess strong market knowledge, have acquired and proven analytical skills, be able to work with minimal supervision, and have a proven ability to complete assignments in a timely manner per client requirements. Intermediate Position
